If I change the training rate, will the setting be apply when I start the next train session?

Peaks on the graph.
I noticed a interesting phenomenon. When I was training the model, there were some peaks appeared on the graph. Google seemed to have been released a tpu which have been working on their server for picture searching. Is it possible to use their Dev board(edge-TPU) to train the faceswap modle?
