Honestly, I doubt you could tell the difference between doing it before or doing it after, and it is certainly quicker to do it after.
If I were you, I would run a convert with the output scaling as above. Only if you then were not happy with it would I consider marking up a lower res input file.

This is a current WSL issue, and one I am currently fighting with at the moment.

This happens because Conda-forge installs an unsupported version of ffmpeg. I have fixed this for fresh installs, but follow the instructions in this post to remedy the issue:

I'm sorry, without seeing a video I will not be able to help. The face jittering in the frame is not common, nor something I have seen. Without seeing what the actual issue is, I have no idea what a potential solution might be.
