Honestly, I haven't tested any of Intel's Arc cards, however they will definitely be slower than Nvidia cards (as are AMD cards). The reason for this is that Nvidia develop and use Cuda, which is specifically built for Machine Learning, and is industry leader in the sector.

AMD and Intel will use DirectML. This is a good solution for users who do not have Nvidia cards, but ultimately is a compatibility layer built on top of DirectX 12, so will always be slower.
