Quick question about installing on Ryzen Laptop.

Ok I have a Ryzen Laptop previously I tried this out on an abysmal old asus laptop I had and had it installed in to use cpu cause of the crappy intel video chipset my question is should I still install it with the cpu option or try to use the vega graphics card on on this one ?

Any GPU (assuming it will work at all) will be better than CPU, so go with Vega with the DirectML backend.

Since there seemed to be some doubt I couldnt get my vega 8 to behave in linux but on windows it works fine and yes its so much faster than even the ryzen cpu. I think with linux its because I am failing to understand the component the amd needs me to install for support.

Yeah, that's ROCm (under Linux). It should be faster than DirectML, but it is a lot harder to get working (as you found).
