My VRAM is not 100% used.

My GPU is RTX 3050 Ti Laptop. When I look at the source values, I see that 4GB/2.7GB of VRAM is used. Why was mine throttled when the GPUs used in the tutorial videos were running at full VRAM capacity?

Windows reserves some of the GPU's vram for itself. This is what you're seeing here. Even Linux reserves some for itself (though far less) if you've got a screen hooked to it.

Even though my screen is connected to Intel UHD, will it still reserve it for itself? And What Linux distributor would you recommend to me?

I prefer Ubuntu, and if you're looking to squeeze everything from your GPU xfce is a good option, so you may want to check out xubuntu.
