Training Defaults to CPU. GPU 0% Utilized.

I see a few people have had concerns about the GPU only being 20-40% utilized during training while the CPU is pinned at 100%, but in my case the GPU is only at 1-2% utilization during training. I think that the program is training on the CPU, but I don't know how to tell it to use the GPU. Help would be appreciated.
