Help Updated and it got stuck: DLL load failed while importing _pywrap_tensorflow_internal

I ran the update and it got stuck so I quit and tried to relaunch to try again but it wouldn't get past the command prompt window it would just auto close. So I followed the uninstall guide I removed miniconda3 and deleted the faceswap folder. I didn't find any other python items where the guide says to check. I reinstalled and its still doing the same thing. Looks like from reading the log its a tensorflow-gpu issue and its not seeing my video card?
I have been running the program with no issues for a long time now using a Nvidia Geforce GTX 1660 Ti. Any Ideas on how I can fix my issue here
