I did a quick glance and didn't see anything overt. Except that each person has their own voice spoken over by the translators. I would believe that it's more likely that they were genuine speeches on other topics that were being falsely attributed to the conference than a deepfake.

Voice swapping is a difficult problem to solve, as evidenced by the lack of decent solutions. Ultimately there is a lot more nuance in voice than there are in images.

Unfortunately not. Faceswap is only focussed on image swapping.
Their are AI projects for voice changing, but none which really return any decent results.
